Public reads stay free at owlviz.dev and api.owlviz.dev. Sign up for free API keys, manage Market Watches and webhooks in the developer portal, and use keyed Builder/Pro RPM when your account plan_id is set. Solana Pay / USDC checkout (C3 parked) and Stripe are not available yet.

Plan-based rate limits and watch/webhook/monitor quotas apply by plan_id on keyed requests (60-second RPM window only — no monthly historical metering yet). Free signup, the developer portal, and ov_live_ key minting require no payment. Anonymous public reads keep Free IP limits; keyed Free matches Free RPM. Self-serve Market Watches, change monitors, and webhooks work via API key or portal UI (/developer/market-watches, /developer/change-monitors, /developer/webhooks). Account-owned monitor events fan out only to your webhook endpoints; legacy operator monitors use ownerless ops endpoints. Solana Pay / USDC checkout (C3 parked) and Stripe are not available — use /admin to assign Builder or Pro for testing.
Market Watch, change monitors, and webhook setup are live with your portal API key or UI (plan quotas apply). Change monitor manual check remains admin-only. Usage in the portal reflects the live 60s RPM window plus durable monthly keyed request totals — not billing.
