Change monitors (self-serve)
Create, update, and disable monitors with your portal API key or /developer/change-monitors (plan quotas; minimum 3600s poll interval). Manual POST /v1/monitors/:id/check remains MONITORING_ADMIN_TOKEN only. Account-owned monitor events fan out only to your webhook endpoints.
Public reads for monitors, events, and webhook metadata remain available without auth. See Monitoring & events and Collections for route details.
